How to remove: 'The following recommended plugins are currently inactive:…'

How to remove: ‘The following recommended plugins are currently inactive:…’ message for once and for all..

I know you can use the dismiss button, but want to remove it for all bloggers/users

it has the ability to do search for text in files:
