I do not see it when creating a post / page; or in the WordPress administrator bar.

Please try installing a demo from here: https://tagdiv.com/newspaper-theme-installing-demos/ and if you have post on you page you can install the demo without content. So the demo will apply to your posts.

The latest articles comes from wordpress page settings. You can choose to have the pagebuilder without latest articles and then edit a block like i’ve showed you above: https://www.screencast.com/t/sayHnpXi6 or you can edit the latest articles section from here: https://www.screencast.com/t/A5SuVYKtkAy
