I cannot view Image library, add a featured image to a post, activate plugin. I cant proceed aand iam running a news site. Kindly help.

My php version is the latest, I however got the media library loading by deleting functions.php and replacing it with the original one in the Newspaper theme.

However plugins search doesnot work, plugin activate displays
