I can't seem to find the header manager

I have the TagDiv composer and Cloud Library plugins installed but I can’t find the header manager, please help, thanks.

Hi,

If both the composer and cloud library plugin are active, the header manager button can be found in the composer sidebar, while editing a page or cloud template
