i set block but it doesn't show last posts

I have inspected your screenshot and I notice that you have two filters. The first one is Multiple Category and the second one is Latest. Please notice that in this block you will bring all the latest posts which are part of these categories and maybe that’s why you do not know this thing. If you want to display the latest posts from entire website, you should remove the category ID’s from Multiple Categories filter field.

Please try to disable all the active plugins, leave just Visual Composer to active, clear all your caches and install only the plugins that come bundled with the theme packet and rule out any conflicting plugins. Also, if the problem is still there, please try to make a new clean install from scratch via FTP, clear all your caches, purge CDN files if you are using the CDN system and check the results. Notice that the filter should work as properly.
