Where and how can we achieve this?

Ideally we would like to do this to all ads on the site.

Hello,

So, if you add the id plans here -> https://i.imgur.com/PdtJq8o.png then your subscribers to that plan will not see the ads that you have set on the post content.

We have ReCaptcha v3 implemented for login and comments.
“reCAPTCHA v3 returns a score for each request without user friction. The score is based on interactions with your site and enables you to take appropriate action for your site.” -> https://developers.google.com/recaptcha/docs/v3
You can set the score in Theme Panel -> Social/API -> https://i.imgur.com/kUwnw6m.png
