When I divide a row into two or three columns and place a block 16 or block 4 in each one (because I want to control the filters separately) (https://www.dropbox.com/s/yolo0ulni583mv2/Screenshot%202017-03-15%2013.19.53.png?dl=0), the blocks stop behaving consistently. Either they don’t look the same at all (text in different place in relationship to the photo, not displaying excerpt etc) or the thumbnails are not the same size.
I’m not sure why this is happening, since at least block 16 can clearly can fit three across and 4 can fit at least two.

This is how it works when it has one block with three entires following the same filter–it follows the preview image in VC and behaves as expected:

Maybe you could have a layout like this – https://www.screencast.com/t/ITpJTMGSvx and use each of the block settings to limit the posts number, filter, sort or offset the posts displayed in the respective blocks.

I’ve tried your suggestion, but then they stack on top of each other rather than being next to each other horizontally. I want it to look like the “Block 16 in 2 columns” as shown in the demo, while still controlling the filter for each separately.

That is not possible unfortunately. Placing that block on a 1/3 layout changes the module used. Block 16 will display like this

I am sure that you can find a different block and layout combination to create your page. There are 25 predefined blocks that you can try in different row settings.
