Inserting title/text line into top of header

I want to insert a one line title/text line into the top of the NewsMag template inplace of the weather/login/header menu, etc. shortcodes, but as soon as I do that, the height of the row triples/quadruples. How can I maintain the height and still put a text line in there?

This is is the closest I’ve been able to achieve but that’s with some heavy negative padding, too much height, and I can’t get 100% width. https://moic.onlineinvestmentconference.com/

Not sure quite why it happened but after I did a clean install (I decided I had done so much installing and reinstalling of Pre-built websites that I needed to clean things up now that I kind of new what I was doing) it worked. Also I used an ‘Inline Text’ shortcode and that might have had something to do with it. whatever, it looks like I want it to look now. https://moic.onlineinvestmentconference.com.
