Hi,
currently i´m creating a new website. I am using the Newspaper theme the first time, so I am not really sure if is possible to animate the “numbered counter” element.
Basically I have entered a row with 4 columns. In each column I want to add a feature with a value. Once the visitor opens the page, the numbers should be animated.
Can someone give me an advice how to manage this? Or do I need to download a seperate plugin?

I,m not sure how you want a number to be animated, but most likely you will need a plugin for it. Our theme does not have such a feature to provide unfortunately.

the numbered counter element in your theme is static. With animation, I mean something like shown in the following video: https://www.youtube.com/watch?v=Lxctl6KnAGY
Once the visitor enters the webpage the numbered counter starts running until the optimum value.
Is there really no way to configure the static numbers?

I understand but unfortunately as you said, the numbers are static, not dynamic. There is no option to animate the numbers. Sorry. You can try a few plugins that can offer this implementation.
