That page was custom created. Unfortunately Newspaper Theme does not have elements like those.

No, the page is not made with our theme builder, but you can achieve it with tagDiv Composer indeed these elements -> https://i.imgur.com/nKs22zB.png will not be the same but you can achieve a similar layout.
