1. The comments title does not inherit the general block header style set in the theme panel. It could be made similar to block header style 6 you mention, with code

2. You could use a text with title widget, enter the links you want in that element. It also has settings to style the heading style

About the widget for the links on sidebar, how can I match link style to block 4 title style, for example.
I don’t understand exactly what you are referring to. Block 4 looks like this

It can have any block header style you want

Also as widgets there are options to style the title with these header styles.
If you could provide some more details about what exactly you want to do, it will be very helpful. Some screenshots if possible as well.
