I plan to install the template on a development url and when built and working as requested plan to move this to the final domain name that it will be used for. Are their any issues with activating the licence on test platform and then using it for the final website?

Hello Digit Web Design,
Normally the Envato policy allows using a theme only on one install. You can, however, use the theme on a sub-domain if you plan on creating a testing site, but if we are talking about totally different sites with different content, then only one theme per install is legally allowed: http://screencast.com/t/NqzloVgyUJB. Notice that the theme can be activated only one for a single domain. So, if you want to change the domain, you should simply delete the theme for this domain and install it to other.

No i am designing it on http://www.sendmag.co.uk (as the design and test platform) then when we have access to the Domain Name DNS we will migrate to the new clients Hosting.
So i will only be using this licence once on a live site.
