License Activate on development server

Hi,

I cannot activate the license on my development server. I had activated on my local system, but when I Unassign it from local it says as as shown in the screen here https://snipboard.io/P3EJ6G.jpg

Please let me know how can I activate license on my development server.

But the one on which I had activated the theme is on my local system. usedcars.africa.com is the local which I had mapped to this url.
The license should work on both development or live and local…..right?
So on development server its should activate since I am not going live now.
Please let me know.

I had reset the theme from here https://www.screencast.com/t/Zt12bpyX and deleted the theme. Still I cannot Activate the theme on my development server.
It gives error “Envato API is down, please try again later.”

Please let me know why theme is not activating on development server?
