What element do you use? Normally, you should add only one element, and if you have the option to register, then there will be a button to redirect to the register page. There is an option only to see the design in Composer.
You must have the option enabled “Anyone can register” box => https://www.screencast.com/t/CS3WbdwMR please go to Settings > General.

We have the option enabled “Anyone can register”.
We have only one form. The problem is the Sign up link keeps reloading the page instead of redirecting to the register page.
This both on the login module and the menu login button. the end of the URL for the register page is:
http://www.domain.com/login/?signup
while it should be:
http://www.domain.com/register
We have 2 pages a login page and a register page.
