Sorry I see that no where at all. I found most places to change the color but not the one for Widgetized Sidebar that you add for a page. They are always black

No that is for in page titles. As I pointed out in the image the color Im trying to change is associated only with the background color of the widgetizeed sidebar colors

Nope that doesnt change them. Something has to change those colors. You also showed Newspaper this is Newsmag. The sidebar widgets have to have a color control somewhere but where ? LOL
