Hello, I have many issues with the theme.
1: when I’m trying to put ads or analytics code in the theme panel and hit save the page loads forever and the changes are never saved.
2: I want to deactivate the weather plugin and the social plugin but it doesn’t work, in the theme panel both are deactivated but I can see them on my site.
can anyone help?

You will have to first start looking for a plugin conflict.
Please deactivate ALL plugins except tagDiv ones, also if you are using child theme or cache plugin, deactivate them, clear all cache and try again.
If this problem is not solved after that, then we need to take a look and see what happened there.
