No extra plugin needed for creating a mega-menu. Simply follow the guide

You can create a mega-menu with or without subcategories.

That is unusual, the mega-menu options seems to be missing for you. In almost all cases when that happened, it was caused by a plugin.
Try as a quick test to deactivate all your plugins at the same time, leave only theme plugins active. The option should appear. If that is the case, then one of your plugins is to blame.
