The menu is taking a moment to load. I can’t seem to find the setting

Is look that the menu have set first the color black and only after that is apply the color white, what you can do is to apply a stronger custom css and set it in theme panel> analytics like this -> https://i.imgur.com/PSlbmgV.png

I was very much under the impression that this menu was configurable.. I did absolutely nothing to it to have it load slowly or have Black (before) white?
1) Is there any animation setting for this?
2) I HAVE NEVER SEEN AN ANIMATED MENUE?
My happy solution would be…
