I found this menu in this block demo page https://demo.tagdiv.com/newspaper/block-11/
When I hover on it, it appear like in this image.

How can I create this element using Newspaper theme?

Hi,
That menu is custom made, it is not available in the actual theme. It is meant for presentation purposes only. You can create different types of mega-menus and page menus

Simple default drop-down menus are also possible.
