That message appears because there is no menu set.
For mobile menu, there can be a few situations.
If you are using the mobile theme plugin, the menu need to be set from here -> https://i.imgur.com/DAqOVDs.png if is a responsive version, and is made with cloud templates, the it can be done with tagDiv Composer, for this you can use our guide from here ->https://forum.tagdiv.com/header-manager/
And the last situation, in case that you are using standard templates (not the mobile theme plugin or cloud templates), then the menu will be take from here -> https://i.imgur.com/q0k5Tfb.png

Is weird, if I use the responsive in the computer you can see the menu http://www.enelspot.com but if you do it from the cellphone or iPad don’t appears.
What can I do?
I have this problem too, after last update the mobile theme is broken.
