Is it true that I can only transfer the settings in the Theme Panel?
What can I do for other content I have authored, pages, modules, custom post layouts?

One of the best solutions is to use a dedicated plugin for this, like Duplicator.
Another solution is to import and export the pages and templates using the wordpress tools, but the main site should have the same plugins https://learn.wordpress.org/tutorial/tools-import-and-export/
The theme panel will import/export only theme panel settings.

If I want to only tranfser cloud templates that I have made how would I do that?
Hi,
You can use the methods mentioned above the cloud template should appear when you export it using the WordPress tools.
Alternatively, you can use the copy-paste method: simply copy the cloud template from the staging site and paste it into a cloud template on the live site.
