When visiting our school website, visitors cannot see the lines/dividers/separators we have added to our layout
If a user is signed in however, they can be seen on all pages. Originally I thought they may have been hidden somehow but that is not the case.

Seems you use Siteground plugin to minify the css and js; please disable those options clear the cache, and check after.
