Under Appearance -> Menu, open rolled-up menu item’s options and find:
“make this category a mega menu”
Click into dropdown menu and pick your desired category from which you want to show posts after hovering your mouse over it on website’s menu.

Hi,
You do not have that setting because the newspaper theme doesn’t have that feature and the “smart sidebar” feature is only present in the newsmag theme.

Is not responsive, something is wrong there. You have modified the theme files? Please can you update to latest theme version and see if works? Also disable all plugins and see if works.
