This situation is caused by the cache that is apply on the website. Please check the cache settings for css and js, usually those are the settings interfering with the theme layout and functionalities.

To have the responsive version on mobile, please check if the tagDiv Mobile theme plugin is used, if so, please disable the plugin, or in case you are using amp, use the mobile theme only for amp – https://i.imgur.com/7PveYRw.png
