Today i did simulate my website http://www.wpdiv.com with http://www.mobilephoneemulator.com/
Sometimes there is no issues but very frequently CSS not loading properly and menu got broken as illustrated in below screenshot.

How can i resolve the same?

Note : When you testing website via http://www.mobilephoneemulator.com/ don’t forget to navigate the website with simulator itself to regenerate the issue.

Do you actually have the same issue on a mobile device?
Please also check this without other plugins active, this without the speed booster plugin which can cause this as it moves css style sheets and/or js files to the bottom of the page.
Please also let me know what theme version you use.

I am using 4.6.1 and i did not use speed booster plugin. The issue happens not every time when we load the page, when we navigation site, sometimes it happens. I don’t think its plugin related issue.
Will you help me to get rid of this issue permanently?

Other than the mobile emulator do you have this issue as I’ve checked your site on several mobile devices on IOS and Android and did noticed noting like you’ve described.
If this isn’t happening every time then it could be due to your host as its response time.
