Is it possible to work on a mobile template and activated it when it is ready? Want to leave the responsive site for mobile until I create the new mobile template

Yes, you can assign the mobile theme after you finish him. Please check if you have set the mobile template to no mobile https://i.imgur.com/WD0w6gf.png and assign the mobile template when you finish designing it.
