I noticed that on the new update, that the color of the bar of the Quote are no more the same as my theme (purpleà but your blue.
It is OK on the normal theme:

I just check for normal and mobile theme and both are already in my purple color.
I validate another time and kill the cache but no change.

Please try to disable all plugins, and clear all caches browser, plugin, cdn or hosting and then check again.

The theme panel setting should apply to your site. If it does not, that means it;s either a plugin conflict or a customization that prevents the color from applying. Alternatively you could try a css to change the color:
.td-post-content .td_quote_box{
border-left: 2px solid #E71010;
}
But the best way to do it is to locate the source of the problem rather than forcing it with css.
