If you created a mobile page, then also you need to assign it. Please check our guide from here to understand how exactly you can assign a mobile page to your homepage:

On PageSpeed Insight I have two diagnostics:
Does not use passive listeners to improve scrolling performance
Image elements do not have explicit width and height
Are there ways to solve these problems?
