I need a way to create a slider (carousel) with images and links, possibly a title below if necessary.
The idea is to place ads as images (thumbnails) in the slider (carousel), each of which has a link.
Is there a way to do this in the newspaper tagdiv theme or are there any other solutions in the form of WordPress plugins?

Hi,
Yes, you can add in the ad box only one image, you can try to use ad rotate and set the code in ad box-> custom code.
