I have a site running today, and we are planning to build another site but as a subsite to the old old. We want to be able to access all post in both sites, but selected via categories.
What is the right way to do this when I run the Newspaper template. I would like to run the Newspaper template for both sites but with different setup/config/css.

It has been some time but I have looked at this and tried to make a multisite installation.
As I see it my primary goal was to show all the post in different themes for different url. Multisite requires you to create posts on each site, they are not shared over all sites.
Is this correct ?

If I understand correctly you want to share the same database for those two themes to can have the same posts, if is so then is not possible, because you can not set different settings for each theme.
I think that you can clone your website and set it in sub-site and change the settings, in this way you’ll get all the content and settings from the primary site and you can make the changes, there are a many plugins, here are some of them:
