New Flex Block – 5 and 11 stacked

How difficult would it be to create a new flex block: one with Block 5 on top of Block 11 within a 2/3 column?

You can take a look at our list of Flex Grid elements and if these do not satisfy you, you can try to create your own Flex Grid, using the API implementation.
