Hi – Using the Newsmag theme, WP Appearance is set up to place a Top Header Menu on the top of my pages. However, when the pages render, there is no menu at the top. See this image – https://ibb.co/wQJHkPq
Instead, there is a place-holder for a menu in the Header Menu position (lower in the page). – The following two screenshots show the settings in the WP > Appearance > Menu settings pages:

Yes, you’re right and the menu should be correctly displayed. Try to force clear all of your caches, purge CDN files and check the results. I have checked your website and the top menu seems to be displayed, as you can see here -> https://www.screencast.com/t/holvP8NGL
