Lazy Load means loading images when its close to view port of user but in Tagdiv newspaper lazy loading is not implemented, it just animate when image is close to view port but its actually not lazy loading

As you can see here in our docs: https://forum.tagdiv.com/loading-image-effects/ the lazyload is an optional image effect. Images will still be loaded and the option is an animation only.
If you want to load images on page scroll, then you can use the jetpack plugin and the lazyload option or use another plugin that will only load images when scrolling. These are not tested however so we cannot say for sure which one will work best.
