You can set the menu height by editing it using the tagDiv Composer and setting the mega menu settings: https://www.screencast.com/t/LoGbu24q3
In order to hide ” ALL ” you will have to edit the menu with header manager: https://prnt.sc/qkepyh

If you said the Theme Panel – I would have checked there but I didn’t see that setting in there
