I want to use the newspaper theme ad placements throughout the theme panel settings, but I don’t want to use Google AdSense. I want to use our own advertisement banners, designed by us in Photoshop, and uploaded in WordPress. I can insert the ads into the “Paste your ad code here” areas. My question is, can there be a rotation of the ads if we use our own ads? I placed multiple image banners in the space provided but only the last image banner appears on the site. How can I make the banners rotate randomly?

It is possible to use non-Adsense ads in the theme panel, like this

But they will not rotate. You could maybe try the Adrotate plugin for that
