I Upgraded from 9.3 to 10.3. Now I find I cannot add any widget.

You can setup a sidebar from here: https://www.youtube.com/watch?v=fa7GenCHcBU&t=2s And you can use Widget sidebar element from tagDiv Composer to import widgets.
