Hello
top toolbar menu has disappeared after update to latest Version: 12.6.5
author can login, and if given direct link /wp-admin can go to backend and perform their jobs,
but there is no tool bar (admin can see the toolbar instead)
As a side effect of updating an unwanted Caret (^) sign is shown over the top.
Updating has been done via Newspaper > Update tool.
Update has completed successfully with plugins updates as well.
I’d rather not to publish link and login credential here,
How can I send them to you?

In the worst cases, the settings in the theme panel may be lost (there have been isolated cases), in these cases, after the theme plugins that were previously used are activated, you will have to use a backup for the theme panel -> https://forum.tagdiv.com/import-export-theme-settings/

I tried many backups. Even one from January. The menu for authers does not show up.
