Howdy.
Similar to another post from today, I do not have a save button in admin at all. I know where it is supposed to be, but it is not there.
Also, if I try to click the carrot to drop down the options in theme colors in the theme panel I get the little spinning loading graphic but they never load.
I’m on PHP 7.1 and just installed it using the version from themeforest less than a week ago I believe.
Any advice would be appreciated.

Already covered everything in that. The system status parameters are all good. Caching plugin is the only one that is even yellow, because I haven’t installed any other mods not related to the theme yet. Just trying to get the theme working first.

I recommend you to make a new clean install from scratch via FTP way to another sub-domain, clear all the caches and check the results. If the problem persists, you should send us an email at contact@tagdiv.com with your log-in information (wp-admin) so we can further inspect it closer your setup page.
