Non adsense ad target website name

Finally I speeded my website and gtmetrix scores are high. Now, I want to add a non adsense ad to my website. But I couldn’t. Can someone tell me how I can do it.

where can I add target website name. From my site to another site like “xyxyxyxyxyxyx.com”

This code should have to be added in the Ads section from here -> https://www.screencast.com/t/xD6IdaiqDeG or add it inside Ad Box, for example.
