Not able to open mobile version of the website on phone

Hi, every time i am opening electronicsforu.com on my phone, only the desktop version is showing up on the phone. Only sometimes I am able to get the mobile version on the phone, why?

Please let me know what version used for mobile (mobile page or mobile responsive) and what plugin for cache use.

So, I understand you have created a mobile page, right?
For this please make sure you set it => https://www.screencast.com/t/bYroSq7x8T9, also, the header and footer are taken from the standard ones.
