Al you need to do to get that pagination and blocks is to set the homepage templates on Page Builder + Latest Articles + Pagination.
For blocks with 3 columns you’ll need to edit the homepage look for homepage latest articles > general and set sidebar position with out sidebar -> https://www.screencast.com/t/VvUnd18rBo -> https://www.screencast.com/t/hVXi6d35c7
