When creating a page using tagdiv composer, is it possible to create one sidebar that can slide along multiple rows? like 2 or 3 consecutive rows set to 2/3 + 1/3 columns?

Indeed, that applies to a single row. So you can have a sidebar for each row, if you want it sticky insert the required class as mention in that guide.
What am asking is, is it possible to have the same sidebar for more than one row?
That depends on your sidebar implementation on pages. If you use a widget sidebar elements that all you have to do is select the same sidebar for each of the elements

If you simply split the row in a 2/3 + 1/3 layout and add elements in it, then simply add the same elements. These would be the options of setting a sidebar on pages.
Let me know if I misunderstand something.
