Only One Block Header Template When Adding Blocks

Hey,
When adding blocks, i can only choose one header template. Why do you think thats happening? How to fix it?

Hello berkgun,

Please notice that you can choose only 1 header template because just only one element exists at the moment in the theme, sorry!
