Hi,
is it possible to override the wp-content/plugins/td-standard-pack/Newspaper/loop.php file in the child theme folder?
If not, what is the best way to change the functionality of loop.php.

Hello!
Yes, it is possible. You can place the loop.php file in the root folder of the child theme and then it will overwrite automatically.
