Hi,
At this moment the theme have Blocks from 1 to 9 http://demo.tagdiv.com/newspaper/block-1-2/
If you want to create a new block you can take a look here to see how is built a block http://screencast.com/t/vATuIcLkw
Is a little complicated because a block should work on 1, 2, 3 columns + responsive.
