I am trying to figure out how to configure a page within the pages of the theme. For example, I would like to create a top story under the drop down when hovering over a menu item. I then would like to create a news page specific to that when clicked on.
How?

Hi,
So you’ll like to create a page and this to be accessed from a dropdown menu? If is so, then you can do the page using the theme builder tagDiv Composer and add the page in menu, for this you can use this guide https://wordpress.com/support/menus/create-drop-down-menus/
