You need to
a) enable comments from the WordPress admin; see the WP docs on how to do that
https://codex.wordpress.org/Comments_in_WordPress
b) you need to ‘enable’ the comments option on the theme panel under ‘post’ settings
c) if you had previously disabled comments by the checkbox on individual posts, you’d need to enable the checkbox (there is over-ride box built into each post edit page as part of WP)
