How can I have underneath my head and above the footer a “ruler” that remembers a perfurated of a postage stamp?

Hello,
You can do this using the cloud library plugin creating a custom header and a custom footer page.
In the latest version, there is a header builder letting you create custom headers and add any element you want to it. including a bottom ruler like border.
As for the footer, you can create the footer on a page using the tagdiv composer adding your ruler at the top of the footer. Then you can set the footer as a footer page using this option:
