permalink error

Hi there im building my site offline and wanting to change the permalink option to post name – when i change it the page has error

Not Found

The requested URL /citv/test/ was not found on this server.

Apache/2.4.9 (Win64) PHP/5.5.12 Server at localhost Port 80

any ideas on how to fix this?

Not a theme issue. Permalinks are managed by WordPress on the permalink settings page and written to the htaccess file or similar. Make sure your htaccess file is “writable” which WordPress will tell you when changing your permalink settings.
