php code in between

Where should I be putting my php code in between my <head> code. Usually I did this on header.php, but looks like header.php is not being loaded on my articles.

I am trying to run php scripts on between head tag. Anamaria had suggested to use place the code in Theme Panel -> Analytics/Js Codes . I have placed it as shown https://prnt.sc/13h348k , but my php code is not executing correctly as shown by https://prnt.sc/13h35br , the php code between href tag is not being executed.
